Frater probably hasn’t had the time to properly grieve Sister Imperator. He was pushed into a position of power he didn’t want and doesn’t even have his mom there to help him.

I think in his scrambled brain, the coming of V is what caused Sister Imperator’s death. Not only that, but V has taken what Copia believes is rightfully his, the title of Papa.
