Gotham Police: So your best course of action would've been to cause a flood that mostly affected the people you "stood up for"? Like defenseless children and families that died and others that can't afford to leave?

he could really care less about the people of Gotham-- he digs up dirt on politicians to get everyone on his side
but then turns his back by flooding the entire city
which included those similar to who he grew up with.
Everything was personal to him
