He definitely is. He was known as Agent 64 by the Council of Heads, and was told to watch Draxum when he started doing the mutagen experiments.
I really wish we got to see more of Mayhem in RoTTMNT but I do like to imagine that during the times he wasn’t there it’s because he was getting up to Perry the Platypus type shenanigans
