I know there are some people who aren't liking the amount of suspense they're creating between the relationship between these two; and also the repetition of cliffhangers in the story, but I have to say...

If Modri's memories are modified, or if he's been brainwashed, then it could be like how Claude made Jim/Alois believe that Sebastian was the one who burned down his village and killed his little brother (when it was really Hannah). Perhaps Modri has been given false memories to believe Sebastian is the same demon he'd had some past encounter with.
It's also possible he's been led to believe that he and Sebastian had a past encounter, but that he doesn't even know Sebastian is an actual demon. He could be using the word figuratively, not literally, like he's just name-calling. And our earl and Sebastian are taking it literally, since they have no reason to think otherwise.
Back to the literal use of "demon", it just occurred to me that there's one reaper we know of who would have access to the cinematic records of former demon contractors: Othello. But since Othello doesn't seem to be a double agent (that we can tell, so far), I don't see how Undertaker would get such snippets/episodes from Othello or the forensic lab. Does Undertaker have his own access to the cinematic records of at least one person who has had an encounter with a demon, or would these memories have to be completely fabricated? đ¤
We also don't know if the infusion he's getting is blood, saline, medicine he needs... or drugs that force him to behave this way.
And then there's the "smoking room". I'll post about that soon....
Ok, I really want to talk about this scene in particular, and how the different phrases in English bring out certain nuances:
The unofficial manga translation is the most accurate, as @akumadeenglish went over in their post. While in Tango on the Campania, the line used in this scene became "I promise I'll protect you, at any cost!" Now, translations can't be 1:1 all the time, so long as they get across a similar intention from the original language they're good. But I want to emphasize the difference between "protect you at least," and "at any cost," and what they imply.
"Protect you at least," can be taken as foreshadowing, as we find out later Ciel had a brother that he lost. So the words "protect you at least," implies that now, out out everyone alive, it has to be Lizzy that survives. It makes sense, as Ciel naturally sees her apart of his family when he remembers his happy past, almost like a set (even more frequently than Madam Red surprisingly).
However, "at any cost," is far more foreboding. Because it's what Ciel told Sebastian, at any cost he wanted "more power than anyone else". That's why I assumed Sebastian laughed when he heard him. Would Ciel really do it for any cost? Even if it's at the cost of his revenge? When I first read it, I assumed it implied that Ciel would be tested by those words and genuinely got worried that Lizzy really would die to the bizarre dolls. Even now I'm still concerned what price will be paid in the future...

i will admit one of the downsides of dadbastian becoming way more popular all of a sudden is ppl trying 2 hard 2 overcompensate 4 the amount of proshippers in the fandom n applying it 2 moments it obviously does NOT at all fit. but i think the worst part is that now every other day theres some smartass in the main tags whos like "ummmm.......if sebastian seems parental 2 u what kind of parents did YOU have...." as if one becomes pathologically obsessed w black butler in the first place by having supportive adults in their lives?#?,$#?^$^$??@;#,$$;
