LONG POST!! Spoilers ahead!!
The amount of grief that is shown within Elizabeth truly makes my heart ache. Such a small girl mourning not only her own identity that was forged for a boy, but for the boy that she once loved and who she thought she knew.
Seeing her grief, her turmoil, how she sees being a woman, her perception of physical strength, is absolutely depressing. Her grief, her perspective is portrayed in such a mournful way that it is absolutely important to her character entirely.
She is full of grief and mourning. But still, the biggest question I hold for her character is, does she hold any individuality of herself. It feels to me that she is mourning all the things she's left behind at times. To me she is a character mourning her own identity.
(I'd like to apologise for how I set up images, I haven't done this before.) When we take a good look at the scenes of Elizabeth receiving shoes from her father, when hearing about a height change she abruptly abandons her excitement to adapt to something more suited for what she desires for being Ciel's wife.
It is no matter what she desires; she’ll turn her desires to something else to suit somebody she holds to her heart, expecting nothing in return.
It really is a sad type of love. No matter what happens, what changes, what develops, the news, she’ll always lack one thing. A true identity. Her identity is tailored to suit another, which will always cause mourning.
What she sees as ‘cute’ will always need to be tailored to suit the type of wife she must become!! She must develop in a way to suit Ciel!! This sort of development for such a young girl, for such a mournful girl, will always cause a lack of true identity.
Her talents at fencing much like her mother are put away in a bottle of sorts, only to be drunk to protect her beloved. Her entire life is tailored to suit what her main goal seems to be. To be a bride that will protect her groom.
This causes obvious issues, these issues mainly arise when we see the conflict between R!Ciel and O!Ciel meeting once again due to Undertakers excellent puppeteering. No matter what Elizabeth faces her entire world is destroyed when coming to the fact that the man she loved was being impersonated by his younger brother.
We can see this not only in her dialogue, but her facial expressions. I will show both!!
Ah, Yana does such a beautiful job at portraying such somber emotions. Elizabeth mourns everything she's abandoned, herself, her love, her ignorance, the truth, the lies she mourns it all. She wears her grief on her sleeve.

Ok, I really want to talk about this scene in particular, and how the different phrases in English bring out certain nuances:
The unofficial manga translation is the most accurate, as @akumadeenglish went over in their post. While in Tango on the Campania, the line used in this scene became "I promise I'll protect you, at any cost!" Now, translations can't be 1:1 all the time, so long as they get across a similar intention from the original language they're good. But I want to emphasize the difference between "protect you at least," and "at any cost," and what they imply.
"Protect you at least," can be taken as foreshadowing, as we find out later Ciel had a brother that he lost. So the words "protect you at least," implies that now, out out everyone alive, it has to be Lizzy that survives. It makes sense, as Ciel naturally sees her apart of his family when he remembers his happy past, almost like a set (even more frequently than Madam Red surprisingly).
However, "at any cost," is far more foreboding. Because it's what Ciel told Sebastian, at any cost he wanted "more power than anyone else". That's why I assumed Sebastian laughed when he heard him. Would Ciel really do it for any cost? Even if it's at the cost of his revenge? When I first read it, I assumed it implied that Ciel would be tested by those words and genuinely got worried that Lizzy really would die to the bizarre dolls. Even now I'm still concerned what price will be paid in the future...

UT has been a deserter for decades so it's highly unlikely he knows everything that's going on in Grim Reaper HQ and even if he does cooperate with someone from there I doubt he would talk about her with just anyone. Her coming back in the last arc would cause so much chaos, there's so much potential for drama!!
All this to say THERE IS A CHANCE CLAUDIA CAN COME BACK IN MANGA TRUST ME IT MAKES SENSE
