A mercenary, essentially. The hpsc want 'train' him to be a hired gun. Shouta, out of his head, depressed over Shirakumo, and having cut contact w his friends, accepts.
After years of having the blood of people he can't remember on his hands, after being what is, at its simplest form, a government pawn, shouta sees sense. He calls Mic, who is now top 50 in japan, popular radio host, and ethics teacher at Yueei High School, and asks for help for the first time.
Yueei acts out of a different government body than the hpsc, so they can't technically deny Principal Nedzū a new law and ethics teacher if that comes in the form of an extremely underground hero with erasure.
They do, however, have the power to enable him with a license to kill, and call him in for the bigger cases they need kept quiet.
Is this only revealed when Hawks becomes hpsc chairman after the war? Yes.

February 2022! MHA is one of them shows I like a lot of the characters designs but feel too overwhelmed to watch so I guess so never will 😅 also the Stain piece was a commission which was super fun to do as at the time he was a new character to me~ 😊

I thought it was even more visible how snubbed AFO is on the covers if you look at only the villain covers (Front covers). The red circles show the solo covers, the gray circles show the "versus" covers, which give focus to these villains.
The picture is even funnier when you add back covers and realize that great impact villains like Curious or Slidin' Go got illustrations.
I'm truly wondering if Horikoshi is embarrassed of one of his main villains or is he trolling the "Demon Lord"-wannabe to send him to the margins of the story.
