They are basically ex-vikings that grew to be so successful and rich, that they no longer needed to raid in order to survive in their homeland. Their first king had the wisdom to force some less than fair trade agreements that still fuel the economy till this day and provides luxuries that the people likely couldn't live without. There isn't a nation in the world that doesn't owe their empire tribute in some form.
