I'm playing the Soviet Union in Hearts of Iron IV. Two-thirds of the German army are deployed in the Eastern Front. The situation here was the Germans surrounded Leningrad, starting its siege in the city. The rest of its forces stretched from Tikhvin in the north to Astrakhan in the south.
Then remember on November 7, 1941, the German army is in the gates of Moscow. It'll be in a matter of time for the Germans to enter the Soviet capital and raise the swastika on the Kremlin dome. The Soviets had to do something, and they found one. To boost the morale of the Red Army and the confidence of the Soviet people to fight on, they staged a morale boosting military parade.
