It's not a conspiracy, these things are deliberately made difficult to access to discourage people from using them because "more use = more funding" and "less use = less funding" is how public service funding is generally decided.

I’ve found football and baseball to be very popular here, and of the two, I prefer baseball. I have enjoyed the baseball games I’ve been to in my life.
