TBH I think in a universe like that Paris is not nearly as desired as a tourist destination as in our world. People all over the world saw that shit on the news and went NOPE. Just like people aren't really eager to go on vacaction to an active war site. Maybe some thrill seakers would love to go to Hawkmoth's Paris to see superheroes at work, but that's about it.
