Idea for MHA, the government or secret service? Have a school specifically for the quirkless. They train them to be influential people, specialising in what they are good at. e.g. tech, politics, army, analyst, doctor, hitman, entertainer...

They also make them "quirks", going on something they are good at. When they enter adulthood they help influence the people around them to help the general masses.

This could be the only reason society still functions?

Nedzu is in on it, and there is a class at UA that teaches some of the quirkless.

Maybe Midoriya fell through the cracks of this system, and the "secret service" first found him after the slime villain?

Maybe Present Mic is quirkless and he lost his voice when he was younger, so the "secret service" gave him a new voice with experimental tech and the reason he can't control it well is because it malfunctions?
