The 'nobody wants the abruame' is actually really incorrect because they are some of the most useful people to work with in any environment. They're insanely good trackers, research partners, and good friends. The technology in Naruto is weird because it's specifically rural mid-eighties Japan, and areas far from city centers don't always get technology at a rate that makes "sense" (like mountain folks often getting electricity before indoor plumbing lmao)
The people of Konoha live decently (but not that well; there's potentially hazardous messes of pipes and powerlines and everything looks a bit scuffed) while the surrounding hamlets are even more underdeveloped and most don't have power yet. Looking further, there are hints of urban society just outside of view, such as the illustration of Team 7 walking under a modern highway overpass, and the ruins of Sora-ku, but they're not relevant to the story outside of being the reason why this military exists in the first place (There's a sort of sick irony in the fact that shinobi live and die to protect cities they will never get to see) so they remain in the periphery.
Let’s be honest if Shino was on more missions dude would’ve taken over the show. He brought down a giant ass boat in one sweep, pre prepped YEARS in advance poison to defeat his brother, and took out Zaku like it was his damn job.
