Katsuki isn’t the type to say “I love you” to Deku in his face. Instead he would rather show Deku how much he loves him. Cooking his favorite foods, giving him a massage, buying Deku hero merch, shampooing his hair if Deku would literally ask, cuddling with him, giving him kisses randomly on the cheeks/lips/forehead, he would hold Deku’s hand

But when Katsuki does end up saying “I love you” to Deku is when Deku is fast asleep next to him. He would softly say it and then give Deku a light kiss
