Kaa is an extracosmic member of the fourth tier of intelligence, a mind hellbent on achieving the total destruction of all life, and arguably (Abridged for Tier 2) the Second War's first combatant.

The form depicted is a scapegoat, an illusion generated by an augmented mind, typically as a diversion in survival situations. However, the vast Leviathan has developed means to weaponize its scapegoat, converting mere target practice into a fearsome attacker.

Thankfully, all compatible forms for Kaa's emergent mind to inhabit were destroyed by a coordinated immune response, causing the Drone Crisis before the outbreak of the Second War.
