He has knowledge on the horsemen (and there’s good reason to believe he even knows them) but that certainly doesn’t guarantee him being a horseman himself. He’s powerful, that much is certain, but if he can get bodied by Quanxi and intercepted by Infinity I don’t think he could possibly measure up statistically to what Fujimoto has in store for Death’s potential character.
