The Doctor would be insanely broken in the HSR universe, to be honest, they wouldn't even need the TARDIS (TARDIS is overkill).
Just throw this weird ass alien with the combined knowledge of all of time and space into HSR and chaos will unfold.
They'll probably figure out how everything works after a few hours of looking around and waving the sonic screwdriver. They'll solve the universal Stellaron problem. Then blow up the IPC. Then fucking outsmarted Nous and dropped Nanook from the top of the Imaginary Tree to kill them. Cured IX's depression. Solved Akivili's disappearance. All in 45 minutes or something.
And if the Doctor still has the TARDIS with them, they might be mistaken for Terminus the Finality (or an Emanator of Finality).
Seriously, I don't have a concrete idea for a fic yet, but just think about it!
this is probably an unpopular opinion but I think interpreting the doctor as passively evil is an interesting character experiment. like, by human standards they’re pretty much an immortal, ancient, godlike entity. they travel all of time and space, saving or destroying entire civilizations on a whim. they travel with humans because they’re obsessed, almost addicted, to human mortality and naivety. sure, they claim to love their companions, but involvement in their lives almost always ends in misery, and then it’s onto the next. imagine the TARDIS filled with abandoned bedrooms, clothes on the floor, beds unmade, toothpaste in the sink. their things frozen in time, dust-covered and tomblike. and the doctor is drifting through space, surrounded by evidence of all the lives they’ve ruined. anyway, if anyone has evil doctor fic recommendations pls drop them below.
The justice league FINALLY investigates Amity, and realizes that they’ve made a grave mistake by letting a burgeoning hero shoulder a large problem without any training or support. They rectify this immediately by offering a position in the JL along with an assortment of mentors and other teen heroes to bond with.
